Rule 38
Counting of votes in the election according to the first-come-first-served electoral system
(1) After checking the ballot box in accordance with Rule 36, all the ballots in the ballot box must be broken and poured into the counting place after the ballot box used for the purpose of the election of the first-come-first-served election system has to be broken. (2) When casting ballots according to sub-rule (1), the ballots of more than one polling station shall be mixed and counted at one place. Before mixing the ballots, the details of the total votes cast in such polling centers should be kept separately in writing.
(3) According to this rule, before the counting of votes, the ballot papers that have been cast shall be mixed up, the ballot papers shall be separated according to the candidate's election symbols, and the total number of ballot papers cast in such polling stations shall be made into a bag.
(4) During the counting of votes, the Election Officer or the employee appointed by him shall show the blank or invalid ballot to the candidate, election representative or counting representative. But that ballot paper should not be allowed to be touched or held by him.
(5) Among the ballots separated according to sub-rule (3), first the invalid ballots and then the valid ballots should be counted.
(6) After the counting of votes in all the polling stations of the respective constituencies is completed, the election officer shall prepare the results of the counting of votes. After preparing the table in this way, it will have to be deposited.
(7) After preparing the counting results according to sub-rule (6), the election officer shall declare that the candidate who receives the most votes has been elected and publish the election results accordingly.
(8) The Election Officer shall immediately send a copy of the election results as per sub-rule (7) to the Commission.
(9) Out of the ballots counted by the election officer, the Sadar and Badr ballots should be sealed in separate envelopes or bags. While sealing in this way, the candidate, election representative, duly printed by himselfOr if the counting representative wants to do the correct printing, they should also be allowed to do the correct printing.
(10) After the completion of the counting of votes, the election officer shall issue a certificate of the completion of the counting of votes, and he shall stamp the certificate of the candidate, the election representative or the counting representative present at the polling place.
(11) If the candidate, the election representative or the counting representative does not stamp the bill or counting table prepared according to this rule, two other persons present at the polling place shall have it stamped by the same person.
